Michele Scattergood
Chair
Michele recently retired from the role of Chief Executive at Breakthrough UK a successful disabled people’s organisationwhich promotes independent living and employment. She has a particular interest in the role of housing as a social determinant of health and is passionate about person centred and asset-based approaches. Michele has nationally known expertise in disability issues and was awarded a place on the ‘Power 100 list’ of most influential disabled people in the UK in 2017.
Michele has significant experience as a Chair and held a co-chair role with the Greater Manchester Mayoral Disabled People’s Panel up until her retirement. Michele lives in Warrington.
Martin Newsholme

Martin is a qualified Chartered Accountant with 30 years experience of advising a wide range of businesses in public & private sector. Currently acting as a consultant to businesses on improving governance and all financial matters. He became Chair of the Audit and Risk Committee in 2020.
Carl Talbot-Davies
Board Member
Carl has been a senior property and asset management professional for nearly 25 years and has worked for Housing Departments, ALMOs, Trusts and Group Structures, working in Warrington and the surrounding area for much of his career. Carl is looking forward to contributing to a successful and caring organisation that puts customers at the heart of all that they do.
David Simons
Board Member
David has lived in the Warrington area for 15 years, having held senior management roles with Boots, Shop Direct and The Co-op, before serving as senior executive officer to the National Pharmacy Association. David also serves as a trustee at Culture Warrington and non-executive at Avela Services. Working as a self-employed consultant, he has recently advised the Charity Commission and RSPCA.
Janet Richmond

Janet is an experienced Management Consultant with over twenty years’ experience in housing. Her career includes senior roles within HR and Organisational Development with Barclays Bank and in the housing sector. Janet is Chair of Lancashire Mind mental health charity, an accomplished speaker and business coach.

Steve's background is in housing and community investment having worked in both local authorities and housing association's across the North of England.
Tracey Mainwaring
Board Member
Prior to raising her family, Tracey worked in both commercial and housing industries as a Legal Director. She now works at Citizens Advice Bureau in many areas but specialises in money advice, insolvency and housing issues.
Louise Murphy
Board Member
Louise is an experienced Social Housing Solicitor, and Head of Social Housing and Regeneration, at a law firm. She lives in Latchford in Warrington and is committed to her local community. Louise is a mum of two children, a governor of a local school and she manages a local social club. She also sits on the CIH North West Reginal Board. Louise has a dog called Vinnie and enjoys walking in her spare time.
Alison Dean
Board Member
Alison is Executive Director of People and Culture at a North-West based housing association. She has over twenty years’ experience working in the housing sector, starting her career in customer involvement, before branching into regeneration and a variety of operational housing management and leadership roles. Alison is passionate about driving people-focused change, and has led large scale change programmes that ensure the needs of customers are at the heart of service delivery and positive organisational culture are built.
Jimmy Overill
Board Member
Jimmy is a passionate affordable housing development professional with a varied background working across both public and private sector organizations such as Homes England and ilke Homes; a sustainably led MMC manufacturer. He’s an active advocate for MMC and Zero-Carbon delivery and I hold a keen interest in projects that strive to deliver true regeneration for our areas. Aside from a professional capacity, I have two small children, which means hobbies are something of a memory, but I love getting away to a West Ham game with my dad and brother, when the opportunity arises.
