Tenant Management Organisations (TMOs)
Tenant Management Organisations (TMOs) allow groups of tenants, often formal residents’ associations, to take a more active role in managing services for their homes. This approach empowers residents to have greater control and influence over how key services are delivered, fostering a sense of ownership and accountability within the community. The process for establishing a TMO is clearly defined and includes safeguards to ensure effective and sustainable management.
To establish a TMO, several conditions must be met:
- A majority of tenants must approve the decision through a formal vote.
- Relevant training must be provided for the members.
- The TMO members’ competency must be independently assessed.
Once these requirements are fulfilled, WHA may grant permission for the transfer of selected service management to the TMO under a legally binding agreement. TMOs assume responsibility for managing agreed services, including budget control. Typical responsibilities may include delivering repairs and maintenance for properties within the agreement.
If the TMO fails to meet performance standards or operate cost-effectively, WHA reserves the right to terminate the agreement and resume service delivery.
